Key Objectives and Purpose: This forum focuses on the application of real-world data (RWD) in health technology assessment (HTA) to enhance efficiency and equity. Professor Jung-Der Wang’s team, supported by the NHRI Forum Project, organized expert meetings across northern, central, and southern Taiwan to gather recommendations for policy and practical reference. The morning session of this forum will consist of expert discussions, while the afternoon workshop, hosted by Professor Wang, will share insights from his nearly twenty years of experience. The workshop topic is: “Using Real-World Data for Health Technology Assessment: Methods and Practical Examples.” |

Key Features and Implementation: Globally, healthcare systems face a common challenge: continuous innovation in medical technologies has extended survival across many diseases while increasing prevalence, leading to rising healthcare expenditures. International trends in healthcare reimbursement are shifting from "pay by volume" to "pay by value", and from "purchasing quantities of medical services" to "purchasing health outcomes at reasonable prices". In allocating limited healthcare resources, at least four ethical principles must be jointly considered: maximizing benefits, treating people equally, giving priority the worse-off, and promoting and rewarding instrumental value. To address these challenges, the research team—supported long-term by the National Science and Technology Council—has employed real-world data to comprehensively integrate prevention and clinical care, developing new statistical methodologies. Using the allocation of New Cancer Drug Fund (NT$10 billion) as a case study, this project aims to develop precise HTA methods based on real-world data to assess the cost-effectiveness of individual cancer drug technologies. The results will serve as reference evidence for future policy deliberations on New Cancer Drug Fund (NT$10 billion). |

Quantitative and Qualitative Performance Indicators: Through this expert meeting, the forum aims to consolidate expert recommendations as references for subsequent policy reviews of New Cancer Drug Fund (NT$10 billion) technologies. Additionally, the event seeks to enhance participants’ understanding of applying real-world data in health technology assessment, thereby strengthening professional knowledge and practical application capabilities. |
